    RENEWAL TIME: 

    Sorry to bring it up, but it's membership renewal time again. Due to increased costs 
    of EAA insurance and club chapter renewal, We're going to have to increase our dues. 
    Renewal is now $20 per year. Please bring your renewal to the January meeting, or

    WE'RE HAVING A PARTY! 

    COME JOIN THE FUN!  The annual Lite Flyer's Holiday party will be held Sunday 
    evening, January 19, at 6pm. It will once again be held in the back room of the 
    Peppermill Grill and Bar, 1510 7th St. NW, Faribault, MN. Bring your spouse, or a 
    friend, and enjoy the evening. (each person pays for his own meal) 

    CHECK YOUR PUMPS 
    Subject:  Mikuni fuel pump found to have radial cracks inside, this pump is of 
    vintage 1996.  All pumps I found at local snowmobile and watercraft shops  were of 
    new style this week 12/26/02. 2001 Leaf catalog shows tiny photo of fuel pump and it 
    appears to be the new style also. My original 1996 model shown in foreground was due 
    for its second rebuild when these cracks and  some flaking of metal was noticed. 
    Check your pumps gentlemen! Please forward to all pilots. The e-mail I got from Scott 
    Blixt showed 2 pictures of the cracked pump, but they didn't print well enough to be 
    included with the newsletter. The cracks radiate outward from the pulse fitting of 
    the pump. They are only visible from the inside of the pump. The person who sent the 
    notice to Scott found the cracks when rebuilding his pump.

    LAST MEETING: 

    We had a good turnout at the last meeting. Del Vogele talked about the upcoming 
    balloon rally in Faribault next fall. The balloon rally committee wants us to 
    participate in the rally again. The members discussed it, and several said they'd be 
    interrested in flying at the rally. It sounds like this year, the flying may be 
    scheduled for different types of aircraft at different times. Ultralight flying would 
    be tentatively on Saturday from 2 - 4pm. We will get more info later when it gets 
    closer to the rally. (many committee members are now down south for the winter) 

    HOLIDAY PARTY: 

    We had a good turnout for the annual holiday party at the Peppermill Grill. About 20 
    people showed up for fellowship, and good food. 

    SPORT AVIATION CONFERENCE: 

    The MN Sport Aviation Conference will be held on Feb 15, at the Radison Hotel South, 
    in Bloomington, MN. Cost to attend is $30, and includes lunch. Parking is free. The 
    ultralight related seminars are: General Aviation Transition to Ultralight Aircraft 
    Operations by Dale Seitzer, from 8:15 - 9:15am.  Introduction and Selection: Building 
    Your Own Ultralight/ Light Plane by Bettie Seitzer, from 9:30 - 10:30am.  Ballistic 
    Recovery Parachutes, Cessna 150 - 172 by Greg Ellsworth, from 10:45 - 11:45am. Are 
    you really where you say you are? by WI Bureau of Aeronautics, from 1:15 - 2:45pm. 
    Sport plane and Sport Pilot Rules, by EAA Aviation Services, from 3:00 - 4:30 pm. 

    SPORT AVIATION ADVISORY COMMITTEE: 

    I received the following e-mail from Dale Seitzer of the MUA club from the 
    Minneapolis area: 

    Dan Mattsen and I attended the first Sport Aviation Technical Advisory Committee 
    meeting sponored by the Metropolitan Council and MnDOT Office of Aeronautics. The Met 
    Council wants to survey everyone who might be involved or affected by the Light Sport 
    Aircraft (LSA) and Sport Pilot (SP) regulations that are expected this year. The 
    purpose of the committee is to make sure the questions they ask are relevent and try 
    to survey all the people directly or indirectly involved with recreational aviation. 
    In attendance was--Mike Louis from the Office of Aeronautics, Mike Drew from Glencoe 
    Airport, Erik DeLong from Forest Lake, Kent Johnson and Cy Peterson from Stanton, a 
    guy from the Metropolitan Airports Commission (MAC), Chauncy from the Met Council, 
    and 3 guys from 2 consulting companies. The survey area is within an area 50 miles 
    from MPS--From Cambridge to Faribault--a very large area. They want to survey 
    ultralight and near ultralight pilots, licensed pilots, student pilots, pilots who 
    are not current, pilots who lost their medical, and potential ultralight or LSA/SP 
    pilots to determine their activity, participation, needs, resources, even how far 
    they would drive to have a place to hangar and fly. They also will be surveying all 
    the private and public airports in the area to determine their resources, facilities 
    and availability to participate with LSA. The Met Council is gathering information on 
    all recreational activities in the metro area and the entire state to make planning 
    recommendations. The state already spends money on boat launches, parks, ski and bike 
    trails, snowmobile trails and atv off road areas--they want to count participation in 
    recreational aviation and include LSA and ultralights into funding and planning 
    recommendations. In a parallel tract is a proposal from MnDOT to expand their 
    definition of airports and a new category of airport with runways as short as 800 
    feet. This means that a public LSA strip could receive state and federal funds. 
    Imagine a multi-use area where PPC, weightshift and fixed wing ultralights and LSA 
    could operate--there might be ATV, snowmobiles and off road areas as well as ski and 
    bike trails combined. Cue the heavenly music--I know the state is short of funds now 
    and land is expensive and housing is spreading like crazy but it could happen in the 
    next 10 years maybe. We need you to return the completed the surveys , and get them 
    to people who are not members so everyone is counted. We need all private and public 
    airports / landing strip owners be surveyed to measure their interest and 
    availability as a participant in light sport aviation. A draft of the survey will be 
    available in 1-2 months. I will keep everyone informed.  I also heard several 
    complaints about ultralight activity are area airports. We need to know what their 
    rules are and follow them. They also report numerous requests for hangar rental from 
    ultralight pilots.Forest Lake Airport has requested all operators to climb to 1000 
    feet AGL before turning cross wind and make the pattern very large. They also 
    requested avoiding continuous pattern operations.

    EAA MN AVIATION UPDATE: 

    EAA is providing this update to all members in MN to alert you about  proposed MN 
    Legislative aviation related action. 
     As EAA was preparing this e-mail to inform you that the MN House was  proposing a 
    finance bill, H.F. 74, that directed the MN state Finance  Department to transfer 
    $15,000,000 ($15 million) from the MN State  Airports Fund and place those funds into 
    the MN General Fund - we  discovered on 2/17/03 that H.F. 74 was cancelled due to the 
    pending  Budget speech by Governor Pawlenty. That speech occurred on 2/18/03. In the 
    speech, Governor Pawlenty  reinforced the need to take measures to balance the MN 
    Budget. Part  of the program includes the need to transfer $15 million from the 
    State Airport Fund to the State General Find. 
     EAA is very concerned that the funds in the State Airports Fund will  be lost once 
    placed in the General Fund - it's imperative the MN  Director of Aeronautics and EAA 
    members fight to retain these funds  for their intended purpose. 
     Minnesota Statute, Chapter 360, is the enabling legislation under  which the MN/DOT 
    Office of Aeronautics operates. The primary  directive of this Statute is to promote 
    aviation activities/programs  and aviation safety in Minnesota. The Statute 
    establishes a dedicated  "State Airport Fund" that derives revenues from three main 
    sources.  These sources are the aircraft registration tax, the aviation fuel  tax, 
    and the airline flight property tax. The Statute also  establishes a "State Airport 
    System" and defines the eligibility  criteria. 
     The State Legislature appropriates monies from the State Airport Fund  on a biennial 
    basis for a series of aviation promotion and safety  purposes. The major 
    appropriations are for airport grant-in-aid  programs established for the continued 
    development of the State  Airport System. The intended purpose of the Airport Fund, 
    as stated above, is to use  dollars raised from aviation related activities for the 
    promotion of  flight safety and the long term economic viability of the MN state 
    public-use airport system. Diverting $15 million to the general fund  will mean that 
    a large number of the long-range aviation related  safety improvement programs will 
    not be funded for many, many years. EAA is asking you to review the proposed 
    Minnesota budget at this web  site:

    the Governors budget powerpoint slides. Slide 15 (of  35 slides) shows the proposed 
    $15 million transfer. EAA has not seen any information on this proposed budget within 
    the  State Aeronautics Office web page: <http://www.dot.state.mn.us/aero/>  -- but we 
    are sure they are actively researching this portion of the  proposed budget and how 
    it will effect their slight safety programs. We are encouraging EAA members in MN to 
    educate themselves on this  very important aviation issue by:

    the up to your  state legislators to implement or modify the Governors proposed 
    budget. They are the only ones that have the authority to change and  pass the state 
    budget - involve them when expressing your concerns.

    LAST MEETING: 

    We had a good turnout and fairly good weather for the March meeting. Del Vogele gave 
    a short talk about the upcoming balloon rally. There had been some concern at a 
    previous meeting about the proposed flying time of 2-4 pm Saturday for ultralight 
    flying at the rally. Del had talked to Karl Hooper from the Faribault Pilot's Assn. 
    about it. Karl said the 2-4 pm time slot is for advertising purposes so the public 
    knows that if they're there during that time, ultralights will be flying. (weather 
    permitting) People can come and go as they please with their ultralights, and fly in 
    for the breakfast. We would also be permitted to set up a display with camper for 
    shade, and instructors would be able to provide introductory instruction there. Del 
    said Karl will attend a future meeting with us to provide the club with further 
    details, and answer any questions and concerns we might have. 

    Tom Logan also had some "show and tell" at the meeting. He purchased a Smart Plug 
    system he's going to install on his Challenger. Smart Plugs are a new device that 
    allow an engine to run without any external ignition source. (like a diesel engine) 
    Tom had his heads modified with a second spark plug installed in each head so he can 
    retain the original Rotax ignition system for a true dual ignition system. Hopefully 
    he'll have it installed so we can witness his engine running with the smart plug 
    system. 

    MANKATO AIRSHOW: 

    The city of Mankato will be sponsoring an air show on June 7 and 8, featuring the 
    USAF Thunderbirds. Would the club be interested in setting up a display at the show? 
    Most likely would not be able to have any flying demos, but a static display to 
    promote the club, and ultralight aviation might be possible. I sent an e-mail to the 
    Mankato Airport manager asking if it would be possible, but haven't received a reply 
    yet.

    LAST MEETING: 

    We had another good turnout, with about a dozen members present. Was a little too 
    windy for flying, but there was plenty of hangar flying. Marty Pegelow told about his 
    trip to Sun N Fun. He said attendance was down from other years. 

    MUA EVENTS: 

    I got notice of 2 upcoming events sponsored by the MUA club that we're invited to 
    participate in. The first is their "Flight Around the Cities" on May 24. Rain date is 
    May 25. They plan to leave Northern Sun at 7am. for Porkchop Ridge, followed by Maple 
    Plain, and back to Northern Sun. They plan on having at least one ground crew person 
    at each stop for fuel. Participants should bring their own food and water. The total 
    flight is approximately 150 miles, and people can fly along for the whole flight, or 
    any portion of it. 
    The second event is the Isle MN campout. It will be held June 27 - 29 at a private 
    airstrip next to the lake. People can camp the whole weekend, or fly in and out as 
    they please. They're planning a flight to Aitkin airport for a noon meal on Saturday 
    if the weather is nice.

    LAST MEETING: 

    We had a good turnout for the meeting. There was some discussion about the upcoming 
    Sport Pilot rules. It was too windy and rainy for flying. I showed my video on John 
    Chotia's planes. John was the designer of the Weedhopper, and 28 other planes between 
    1974, and his death in 1981. 

    MUA EVENT: 

    The MUA (Minnesota Ultralight Association) club is sponsoring a campout in Isle MN 
    June 27 - 29. It will be held at a private airstrip near the lake. People can camp 
    out all weekend, or fly in and out as they please. They're planning a flight to 
    Aitkin airport for a noon meal on Saturday, weather permitting. Contact Dale Seitzer

    MN AIR SPECTACULAR: 

    The city of Mankato is sponsoring the MN Air Spectacular air show on June 7,8 at the 
    Mankato airport. They will be featuring the USAF Thunderbirds, and US Army Golden 
    Knights parachute team. Also performing will be Jim Franklin with his jet powered 
    WACO biplane, The Red Baron Squadron, and several other excellent acts. 
    I'm planning to have an ultralight aircraft display at the show both days, and could 
    use some more help manning the display. I have 2 or 3 ultralights lined up for 
    display, and a couple people have said they could help for a while. I talked to a 
    person from the airshow committee, and was told that participants could be issued 
    free passes. I'll talk to her again before the meeting, and will have more info at 
    the meeting. It won't cost the club anything to set up a display. Please consider 
    helping man the display. I feel it would be a good way to promote ultralight aviation 
    and provide publicity for the club. Gates open at 9am each day, show starts at noon, 
    and runs till 4pm. I'm planning to be there by 8am to set up the display. If you 
    bring a plane to display, bring your own tiedown ropes and anchors, as I don't know 
    where we will be set up. (If it's on the tiedown area, there are permanent anchors, 
    but if we're on the grass, there won't be any anchors provided) I'll also check on 
    the availability of hangar space for any planes that wish to stay Saturday night.

    LAST MEETING: 

    We had great weather, and a good turnout for the June meeting. We had light winds, 
    and clear skies. Hopefully we can repeat for the rest of this summer's meetings. We 
    had 9 or 10 planes fly in for the meeting. We also had a couple new faces there. 
    There was quite a bit of flying going on thruout the afternoon, and lots of "hangar 
    flying" in the shade of Mark's shed. 

    MN AIR SPECTACULAR: 

    I set up an ultralight aircraft display at the Mankato airshow June 7 and 8. It was 
    really well attended by the spectators, with lots of people looking at the 
    ultralights all day long. Several members helped sit at the display on Saturday, 
    which was greatly appreciated. I heard that there were around 15,000 spectators on 
    Saturday, and 25,000 on Sunday. I had my Weedhopper set up on display, a Cosmos trike 
    for a couple hours on Saturday, and a powered parachute from Waterville. I printed 50 
    "business cards" with contact info for the club that I passed out to people who 
    showed interest, and had 9 left when I got home on Sunday. The club website showed 
    around 200 hits before the airshow. It's now around 1900, so a lot of people must 
    have checked us out after the show! 
    Both days looked like they might get washed out when I got there around 8am. 
    Saturday, the clouds lifted to around 4000 ft, so all could perform but the Golden 
    Knights parachute team. The Thunderbirds put on their low show. We had thunderstorms 
    roll thru about 2 hrs after the show ended, dumping close to an inch of rain on the 
    airport. Sunday morning I arrived to wet, muddy grass, and standing water in many 
    areas, with 600 ft. ceilings. By 11am, the clouds had lifted to 5000 ft. By showtime, 
    there were areas of clear sky. All performers, including the skydivers did their 
    entire routine. By the time the Thunderbirds flew in, there was a large hole in the 
    clouds that covered the whole airport, so they were able to fly their entire show, 
    including their high vertical maneuvers. 
    It was a really good show, and lots of fun!

      NO AUGUST MEETING: 

      Due to the number of members going to Oshkosh, there will NOT be a meeting this month 
      at Porkchop Ridge.  Hope to see you all at the September meeting on the 7th, and hear 
      lots of stories about this years Oshkosh experience! Also will be planning for the 
      Sept.balloon rally. (Sept. 12 - 14) 

      DAYTON AIRSHOW: 

      I just got back home from a 2 week vacation with my wife, and had a great time. We 
      visited family members in Dothan, AL, Eglin AFB, FL, and Cincinnati, OH. We also 
      visited the US Army Aviation Museum at Ft. Rucker, AL, US Air Force Munitions Museum 
      at Eglin Air Force Base, the US Navy Aviation Museum at Pensecola, FL, and the US Air 
      Force Museum at Dayton, OH. They all had good displays of past and present millitary 
      aircraft. Of the museums we visited, the Dayton museum was the best. They have 
      examples of aircraft dating from the late 1800's (lillienthal gliders) to the present 
      stealth, and unmanned recon aircraft....If you're ever in the Dayton, don't pass up 
      this museum! 
      We also spent a day at the "Inventing Flight Airshow" at the Dayton International 
      airport. The show ran from 9am till 6:30pm! They had all the top airshow performers, 
      including the US Air Force Thunderbirds, US Navy Blue Angels, and Canadian Snowbirds. 
      It was the only time in history where all 3 groups performed at the same show. The 
      show opened with flights of an original 1910 Bleriot (First airplane to cross the 
      English Channel in 1909) and a replica of the 1905 Wright brothers Millitary Flyer. 
      There were aircraft flying all day, from civilian aerobatic acts, to millitary 
      precision flying teams, and millitary aircraft fly by demonstrations. It was the best 
      airshow I've seen.

      END OF SUMMER EVENTS: 

      Summer is almost over, and the last of the organized flying events are soon going to 
      be only memories. Make sure you don't miss Jewell Ness's 11th annual End of Summer 
      Fly-In / Drive-In Picnic at Cherry Grove Central Airpark. It's the best fly in in the 
      state! Enjoy a day filled with flying, food, live music, classic cars, and more. See 
      the flyer attached to the newsletter. (hopefully everyone will get their newsletter 
      before the flyin.) 
      Make sure to attend the next membership meeting at Porkchop Ridge! The 19th annual 
      Faribault Area Airfest and Balloon Rally will be held September 12 - 14. The club has 
      been asked to participate with ultralight flying and static displays. I've asked Del 
      Voegele (Rally chairman) to attend the meeting and fill us all in on what's going on, 
      and to answer any questions. The rally committee is also meeting weekly until the 
      rally on Thursdays at 7pm, Faribault airport. If you have any questions, concerns, or just want to see what's going on, feel free to attend a meeting. I'm planning to attend all 3 days with my Weedhopper, and bring along the display I made for the Mankato airshow.

Oct. 2003 
      We had a good turnout for the September meeting. Over a dozen members showed up. 9 of them flew in in their planes. Discussion revolved around the August Jewell Ness fly 
      in, and the Faribault balloon rally. Del Voegele was there,and went over the balloon 
      rally ultralight flight pattern and schedule of events. Hopefully we'll still have a 
      few more meetings with good flying weather before winter returns. 

      Jewell Ness Flyin: 

      The Jewell Ness fly in picnic was once again well attended August 31, with around 80 
      planes, and hundreds of people. Many club members made it to the fly in, and several 
      flew there. It was a wonderfull afternoon of flying, music, and fun. If you've never 
      been there, make sure you don't miss it next year. 

      Balloon Rally: 

      The club once again participated with ultralight demonstrations at the Faribault Balloon Rally Sept 12 - 14. I spent the weekend there from Friday morning, thru Sunday afternoon. Friday, I talked to 2 large groups from the Faribault school 6th graders at the airport about ultralights. We had good weather for the rally most of the weekend, although Saturday morning's balloon launch was cancelled due to the wind. Saturday evening's launch only consisted of 2 balloons, as the wind didn't die down till late in the evening. Sunday morning had a beautiful launch, with 23 balloons in the air. Several club members spent time at the rally flying their planes,and talking to people over the weekend. I received a lot of favorable comments about the ultralights at the rally, and several told me they hope we come back again next year. 

      Here is a letter I received from Del Voegele, balloon rally chairman. It was written to him by Carl Hooper from the Faribault Area Pilot's Association. 
      Del, we have just completed an excellent aviation week end at Faribault. It must be realized that it was largely because of the professionalism displayed by those pilots attending the event. Would you please convey our sincere thanks to all the Ultralite pilots for the contribution that they made to the event. The Ultralite community obviously creates a lot of interest and contributes to the success of the event. We can now look forward to next year and should anyone have suggestions please have them forwarded to me. All will be considered.

      lessons in Craig Skunberg’s Quicksilver ultralight trainer. Discussions revolved 
      around September’s balloon rally participation.

      NOVEMBER MEETING: 

      We had a good turnout for the November meeting. A couple members braved the cold 
      temps and flew in. Dale Seitzer visited in his Titan Tornado. We all looked over his 
      plane and the Jabiru engine installation. He had prop tape on the inboard part of his 
      prop to improve performance. It’s a plastic tape with zig-zag edges, applied to the 
      forward surface of each blade just aft of the leading edge. It’s applied to about the 
      inboard 12” of each blade.  He says it reduces the prop noise, and increased the 
      thrust and efficiency of the prop. 

      HOLIDAY PARTY: 

      The holiday season is now here. Hope you all had a good thanksgiving. It’s about time 
      to think about the upcoming holiday party. What do you, the members want to do for 
      this year’s get together? In past years, we’ve met in mid January (after the holiday 
      stress is over) at a local eating establishment for a meal and sociallization. We met 
      at the Depot lounge a few years ago, and the Peppermill Grill in Faribault the last 2 
      years. Maybe some would like to meet somewhere and have a pot luck meal for something different? Think up some ideas for discussion at the meeting.
